Thanks for joining the dots. I always suspected there was a financial motive behind that bizarre law.
They (FF, FG or any combination of same) will introduce full Sharia rules, complete with stonings and hand-severing, if there is a few bob in it.

Could you point me at that report and at the relevant section as it will be useful in my dialogue with the school? I know they are combining faith formation with religious education but it is hard to prove. I've pored over that 'Exploring Faith' textbook but it is a very clever piece of propaganda. ...

I would recommend Option 1. Stand up for your values and tell the school to back off. Your child will be freed from a lot of tedious double-speak and will value your honesty. You could also promise him a special day out, buy him a new outfit on reaching the age of reason, and bring him and his pals ...
