Here is a map of UCC showing where Council Chambers Room is. You enter the corridor at the top of the quadrangle highlighted below, proceed through the main doors and up the stairs to the first floor.

My advice is to not bother unless solely for the visuals.
The story is bland and drawn out. It's 2 and a half hours long and you'll find yourself looking at the watch 90 mins in.

Sean's raised an important subtlety here. Freedom from religion is just as important as freedom of religion.
