But when accusations are managed from the inside, victims are rarely believed and abusers aren't punished – in part because the word of an elder is respected over the word of a child, victims and advocates say.

Could it be that abusers (potential and actual) are drawn, perhaps unconsciously, to the clergy of whatever the dominant religious group is because they recognise (again perhaps unconsciously) that it will provide them with opportunities to find victims in a relatively risk-free environment?
