The 2nd point there is made much of in the Irish media, but although the ex-minister probably made the decision not to fund more Applied Behavioural Analysis on cost grounds, I agree with her.
The benefits of ABA are vastly over-stated. There just isn't any evidence that it works better than other targeted education methods.
I've written about my problems with the hype around ABA as a cure-all for autism lots of times
