Well, that and all the antivirus software, TSRs and 100 other programs that feel they have to load themselves when you boot up. I would not have thought that BIOS, even as primitive as it is, makes a dramatic difference to booting times.
That said, anything that makes computers faster = YAY!

Bad journalism from the BBC there, just because you get a nice Windows splash screen doesn't mean it's 'loaded'. In fact when you get the bloody desktop it doesn't mean it's loaded!
